Foreign Office, December 9, 1911. AM directed by Secretary Sir E. Grey to refer to your letter of the 25th ultimo enclosing a statement adopted by the Representative Board of British Anti-Opium Societies on the 22nd November, in which exception is taken to the appointment of Sir C. Clementi-Sunith as British delegate to the Opium Conference.
I am to inform you that Sir C. Clementi-Smith's attitude at the Shanghai International Commission had the full approval of His Majesty's Government, and that they consider him to be eminently qualified to represent this country at the conference now sitting at The Hague.
